Waiver Eligibility

The Journal of Carcinogenesis Research (JCR) is committed to fostering equitable access to high-quality scientific publishing worldwide. To support authors from resource-constrained environments, JCR offers a waiver policy for Article Processing Charges (APC), in line with internationally recognized guidelines and standards.

1. Eligibility for APC Waiver
Authors may qualify for a full or partial waiver of APC if they meet the following requirements:

  • Affiliation: The corresponding author must be affiliated with an academic or research institution located in a low-income country as defined by the World Bank.
  • ORCID ID: The corresponding author should possess a valid ORCID identifier to promote transparency and integrity in authorship.
  • Financial Hardship Statement: Submission of an official letter from the institution’s financial administrator or research director certifying the author’s financial inability to pay APCs is required.
  • Timely Request: Waiver requests must be submitted at the time of initial manuscript submission, accompanied by the necessary documentation.

2. Eligible Countries
JCR follows the World Bank’s classification of low-income economies. Authors affiliated with institutions in the following countries may apply for APC waivers (full or partial):
Afghanistan, Angola, Bangladesh, Benin, Bhutan, Burkina Faso, Burundi, Cambodia, Central African Republic, Chad, Comoros, Democratic Republic of the Congo, Djibouti, Eritrea, Ethiopia, Gambia, Ghana, Guinea, Guinea-Bissau, Haiti, Honduras, India, Indonesia, Kenya, Kyrgyz Republic, Lao People’s Democratic Republic, Lesotho, Liberia, Madagascar, Malawi, Mali, Mauritania, Mozambique, Nepal, Niger, Nigeria, Pakistan, Rwanda, Senegal, Sierra Leone, Solomon Islands, Somalia, South Sudan, Tajikistan, Tanzania, Togo, Uganda, Vanuatu, Yemen, Zambia, Zimbabwe.

3. Application Process
To request an APC waiver, authors must:

  • Indicate the waiver request clearly in their cover letter during manuscript submission.
  • Upload the official financial hardship statement together with the submission documents.
  • Ensure all eligibility criteria are met before submission.
  • Await the editorial board’s assessment of the waiver request, which is made on a case-by-case basis.

4. Decision and Notification

  • The JCR Editorial Board will review waiver applications and inform authors of the decision within two weeks of receipt.
  • Waiver decisions are independent of the editorial and peer review process, ensuring manuscripts are judged solely on scientific merit.
  • Waivers are subject to availability and granted according to the journal’s funding and resources.
